Motorcycle Transfer of Ownership (Philippines)

I would like to share as this might help other motorcycle enthusiasts 馃

January 2022

  1. Secure HPG Clearance.
    聽聽聽聽What to bring: OR, CR, Notarized Deed of Sale (xerox and orig of these documents)
    -Go to the nearest HPG office that would issue the clearance. I dont know if all HPG office will issue this. As for my location, I went to Camp Sotero in Cebu City.
    -Submit all the requirements
    -They will give you an application form and a deposit slip
    -Go to the nearest Land Bank of the Philippines branch and pay the amount. I paid 500 pesos (from 300 pesos when I had the same transaction last 2019)
    -Landbank will give you 2 receipts
    -Prepare 2 xerox copy of all the documents including the the receipts
    -Proceed to Macro-etching (same compound with HPG)
    -Wait for the result of macro-etching, once you have the result, submit the result together with a copy of all the documents and the application form
    -No payment needed in the HPG office and macro-etching
    -You need to wait for 2 to 3 days to get the clearance
    -Be sure to process the transfer within 7 working days as it is the validity of the clearance

  2. Proceed to PMVIC
    -I opt to have the new system instead of the smoke test only
    -I went to Danao City as it has the accredited PMVIC nearest to Medellin District Office
    -I paid a total of 1000 pesos (560 for PMVIC, 390 TPL insurance, 50 stencil)
    -The process will take around 30 mins to 1 hour depending on the number of clients.

  3. Proceed to LTO district office nearest to you
    -Bring with you the HPG clearance, 1 copy original Deed of Sale, original CR and original latest OR, PMVIC issued form (with Passed remarks)
    -Submit that to help desk/front desk for verification and issuance of priority number and you will be told to proceed to next window
    -As for me, I am processing for the transfer of ownership at the same time renewal of registration
    -Based on my experience last 2019, these 2 transaction can be processed at once. But using the new system implemented by LTO presently, they are 2 separate transaction and renewal is to be completed first followed by the transfer of ownership
    -After submitting your documents, wait for the name of the first owner to be called by the cashier and pay first the amount for renewal.

  • I paid 400+ pesos including the penalty of 120 pesos
    -Then you will wait for the name of the owner to be called in another window for the transfer of ownership. You will be informed of the nature of transaction
    -Then wait for the name of the 1st owner to be called by the cashier.
    -You will pay the fees for the transfer.
    -I paid 210 pesos (transfer fee 50 pesos, legal research fee 10 pesos, penalty late transfer 150 pesos)
    -In order not to have a penalty for late transfer, you should be able to do the transfer within 30 days from the date of signing (notarized) of the DOS
    -Then you will be told to wait for the release of new CR (certificate of registration) which would be just less than an hour

Then you are done!

*Note:

  1. certificate of verification of registration was processed online on the day I went to LTO for the transaction unlike before where you need to send a hardcopy of the request and wait for 2 to 3 weeks
  2. this is based on my personal experience so you might not experience every detail of this narrative
