Bizarre Creations was founded in 1994 in Liverpool, England by a group of video game enthusiasts. The company became known for developing high-quality racing games, such as the Project Gotham Racing series. For more than a decade, Bizarre Creations established itself as one of the leading racing game development studios in the United Kingdom.

In 2008, Bizarre Creations began work on a new project, a racing game with a unique twist. The game, called Blur, combined the thrill of car racing with elements of arcade racing games and power-up powers.
